Registration with a signature certificate and an EORI number

To register, you need your eIDAS certificate, your EORI number and the Zoll-Ident app.

eIDAS-compliant certificate

A valid certificate with an advanced or qualified electronic signature or electronic seal in accordance with eIDAS (Regulation (EU) 2014/910) is required.
The certificate links electronic data to you as an individual or to your company. In the Customs Portal, the certificate is required to sign or seal the PDF application for registration and confirm your identity.

To generate a digital signature or digital seal on the application, you normally use software from your chosen trust service provider. Please note that a simple electronic signature (image file or handwritten signature) is not sufficient.

Here you will find an overview of all European trusted service providers where you can have signature certificates issued.

Public and private key

The certificate file uploaded to the Customs Portal only contains the public key and the associated identity information of the certificate holder. The private key is not contained in this file, however, and is not transmitted to the system. It is stored exclusively in a secure signature environment in your possession. This can be in a signature card, a hardware security module (HSM), an eIDAS-compliant signature component or a secure key storage file.

The combination of a public key and local, protected use of the private key ensures that the private key always remains in your possession while nevertheless allowing the Customs Portal to verify the authenticity of the documents submitted.

File formats

The following file formats can be used for the certificates in the Customs Portal:

  • .pem
  • .cer
  • .cert
  • .crt,
  • .der,
  • .p7b,
  • .p7c.

The file formats .p12 and .pfx cannot be processed in the portal.

EORI number

Those people and companies that are not resident in the customs territory of the Union apply for the EORI number at the customs authority where they first lodged a declaration. Those that are resident in the customs territory of the Union apply for the EORI number at the customs authority of the EU country they reside in.
